Victoria's new premier Ted Baillieu has promised an open government committed to delivering on his election promises in his first public address in the role.

"There will be no hidden agenda, no spin, no secrecy. Accountability and transparency will be the principles that underpin our government," Mr Baillieu said on Tuesday.

"What you will see is what you will get."

Labor leader John Brumby conceded defeat late on Monday following Saturday's tightly fought state election.

Appearing alongside Nationals Leader Peter Ryan, the 57-year-old Liberal leader tried to assure Victorians the coalition would be taking a "common sense and sensible approach" to running the state.

"I want to reassure all Victorians that there will be no radical or sudden changes," he said.

He said books would be opened on the divisive myki ticketing system, the Wonthaggi desalination plant and the north-south pipeline.

But he backed the shredding of documents, admitting there was a place for document destruction, provided the material was not public documents.

Law and order, a key plank of the coalition's election platform, will be addressed immediately, Mr Baillieu said.

The government will meet with Victoria Police and advance its plan for additional police officers on the streets and protective services officers on the public transport network.

Mr Baillieu said he expected his cabinet to be in place by the end of this week.

"We will have a party meeting tomorrow and confirm who our members of parliament are and indeed confirm our leadership," Mr Baillieu said.

"But from that we will confirm our ministry then I would anticipate the swearing in of ministers by the end of the week.

"We intend to be in place, up and running, by the end of the week."

He said parliament would likely be recalled in the week before Christmas.
